Yup, it has nothing to do with the "the show" and everything to do with the change of tyre supplier. The tyre supplier wasn't changed just because of the show, the contract was being renegotiated anyway so was always on the cards. The mandatory weight distribution was requested and extended by the teams in order to minimise the impact of the introduction of a new supplier.
The specification of those new tyres is a separate issue and has no bearing on the reasoning behind the mandatory weight distribution.
