You're probably right but the 4 wheel drive will be a big advantage in the wet, and that's when you really need a safety car (faster in wet corners means less cold tires). Maybe an mp4-12c would be better. Here's a crazy thought - Ariel Atom v8!!!!!!!!
I've found a way of ducting exhaust right to the diffuser edge like in 2011 and created a new wheel fastener that could allow sub 2 second pitstops see them here --> My 2013 F1 Concept Project

Why not use a current Indycar? Just to degrade the Americans' prime series some more.
"There is a credit card with the Ferrari logo, issued by Santander, which gives the scuderia a % of purchases made with the card...

I would guess that such a serious amount of money would allow them to ignore the constant complains of a car that was nowhere near as bad as their #1 driver tried to sell throughout the season.

Heck, a car on which Massa finishes in the podium or has to lift so that his teammate finishes ahead (As we saw often in the final races of the year) is, by no means, a "bad" car."

What benefit would it bring to Bernie to spend money when right now he gets the safety car for free?

It makes absolutely no business sense. Why make an enemy too?
