Apply an xxx% rule (103%/105%/xxx.) If you don't run a lap within that % window in Q3, you get a grid penalty. That is, you get kicked back out of the top ten, say to 11th, and the former 11th place moves up to 10th. If you don't put out some effort when you're in the top 10, go take a back seat and give some one else a chance. Applies even if it's a mechanical problem, since you'd never be able to keep them honest.....

They'll never agree to this, but it would make them at least try in Q3.
That's exactly my opinion

It was pathetic to watch q3 on almost every race, with only 5 cars battling for pole position and the other 5 sitting in boxes or doing very slow laps

This will change from the Australian GP. The Q1 lasts only 18 minutes, followed by a 15 minute Q2. For the Top Ten Final (Q3) is upgraded to 12 minutes. After Q1 is available for the remaining 16 participants per one set of option tires extra. However, the may not be driven in Q2.

Who it into Q3 creates, has to drive him there. After that, the tires need to be fed. Even if you are not yet driven round in Q3. The ten fastest go with the tires in the race with which they have achieved their fastest Q2-time.

Who gets stuck in Q2, gets a little present. The extra set of tires, which was handed out by Pirelli may be used in the race. The Eleventh until 16 thus has a set of soft rubber in the rear.
Aww a little present :)

So if you make it into Q3 you have to use the rubber and give it back, but if you qualify 11th you have an extra set in the pit for the race. Everyone starts on their Q2 tyres. OK...

And they have to use both compounds still, to make sure people talk about the tyres even though there's a single supplier ;)

This means of course that the big Four will be doing slow-as-possible Q2 times & minimum running to make sure they have the best rubber at the start of the race. If they think they can get away with it.

I think they will have the rule Q2 runners (11-16) don't start on the gifted new options.

Like the Q3 runners, they can make their time on the extra tyres but they have to give them back. They start the race with the tyres they achieved their best Q2 time. (maybe the google translate is not sufficient enough, no pun int.).

who? if you mean Q3 runners, but they have to got to Q3... so treating tyres nicely is not a real possibility. :?:
