Which is a simple case of filing a form and paying the fee. 2016 rules are for new applicants, otherwise half the grid would lose their licence.

Only if they have competed in at least 5 races from this season or at least 15 in the last three seasons (2013-2015).

Personally would expect to see Rossi in the Manor once the bulk of the GP2 season is out of the way. The initial plan had always been to run him at Marussia this year, before their demise.

They could just put him in for Singapore, Japan, U.S, Mexico & Brazil and he qualifies for next year as well as being eligible for the entire GP2 season.

I doubt their actual livery will be this boring. When/if they get a sponsor I think they will base it around that.
