But that´s not the issue, the big one is that all this "limits" open a whole new world for loopholes and cheats. And F1 is Cheaters Club... an enormous advantage in terms of performance can be gained by overriding this systems.

No limits, clearer competition.

Based on absolutely no evidence whatsoever but my personal and baseless hunch.

Total power = Engine + MGU-K

1. Mercedes
850 bhp
Reliability = Great
Drivability = Very Good

2. Honda
840 bhp
Reliability = Below Average
Drivability = Average

3. Ferrari
800 bhp
Reliability = Excellent
Drivability = Poor

4. Renault
790 bhp
Reliability = Poor
Drivability = Great

As someone stated The Ferrari engine is the weakest on the grid. I'm not sure that they are going to make that much progress as it seems that their engine department is in disarray.
I do agree that much of the gains will be on the ICE and Turbo. IIRC there is no restriction on energy harvesting off the MGU-HEAT, so if you can plumb more off that energy back to the ICE you will have a dominant engine.

Hard to preview, but my guess:

1. Mercedes
2. Ferrari (the V6 itself is OK, the main problem of the Ferrari engine is the fact that the MGU-H delivers not enough power, because a) turbo, compressor and MGU-H package is too tight similar as Renault, b) turbo dimension itself is too small and c) the manifold is not isolated enough against heat (!).) This should be cleared until 2015.
3. Honda
4. Renault (with a relative new engine)-could also be 3rd or 2nd.

But competition should become tighter in 2015. =D>

Well seeing as the engines are essentially frozen this year, we have no clue how next year is going to pan out. I don't suppose there's a rule that prohibits you from stuffing the PU in some other chassis like Ferrari did with that LaFerrari prototype chassis. So other than monetary concerns you could essentially test all the modifications to your basic PU until you have something that is race worthy.

according to Andrew Benson unused tokens are Mercedes 7 Ferrari 10 Renault 12.. so Honda 9. im sorry
