let me suggest three areas that could attract consensus:

1. Aero

2, Engines/power unit "freeze"

3. Income distribution.

I think you're likely to see consensus on 3, but I've definitely seen many people with opposing view points on 1 and 2 on this forum. Some what more freedom to do whatever you want with aero (because "that's F1"), others want aero to be much more restricted, or wings to be removed, and replaced with ground effect setups (because "it'll improve racing"). Those two can't be realised at the same time. The same can be said about the engine freeze.
