The beauty of this Ferrari and Mercedes battle is they got there all by themselves, there was no regulations hindering the best engine or a team getting help to get up to speed.
If Renault and Honda are not competitive that´s their problem. There´s unlimited development right now and Renault just said there won´t be any engine updates this year, so are the regulations to blame or the manufacturer?

"The current engine formula is fine but the changes are needed to get the 4 manufacturers closer together with a power parity while penalizing the additional flow rate with additional engine weight."

Sounds like a zero-sum game.

LMP1 has no BOP, LMP2 is a weird spec series and GT racing BOP is just pure artificial racing. If people complain about all the talk of tyres in F1, imagine the endlessly amount of complaining about BOP like you have in GT racing. If you want all the cars to be the same then have a spec series.

What they should do is get rid of the fuel flow limit as well as the max fuel limit and re-introduce in race refueling.
The teams would still want as effective engines as possible since it would mean less pit-stops but would allow for higher power output should they so choose.

I agree except for the refuelling.
Cars will have a bigger weight delta from race start to finish and maybe they will be globally less optimized.
If also tyre change is avoided, then only way to gain a position is to overtake (and maybe I will introduce jolly laps like in rally cross)
