strange move both by Ferrari as an F1 team, and by A1-GP

the heritage of Ferrari is obvious and brings credibility to A1 but quite frankly i see it as a waste of resources when they should concentrate on the bread and butter

F1

not some shoddy less that GP2 series

You're actually onto

something there. Tony Teixeira, the A1GP boss said after the deal that they will never rival F1, but could be more of a feeder series. Other F1 manufacturers have various lower formulae platforms (propably run at around zero profit) to nurture technical and driving talent. A1GP defining itself as a "lesser" series is very convenient to Bernie, who in turn will no doubt do what's in his powers to pave the way for Mr. Teixeira to acquire an F1 team (can Mateschitz do with "just" a single team?), perhaps as a Ferrari customer team. But how the customer team issue is far from settled in the wider framework; Williams and Spyker are certainly standing their ground as it is. Obviously Spyker (Ferrari engines, new owner Mallya not in a position to rock the boat too much) is "persuadeable", but it's unclear how Williams' Toyota connection affects their position.
