Completely off topic, but only as far off as smellybeard: depleted uranium works wonders in conjuction with the GAU-8.

Certain defined sub-assemblies could have minimum weights assigned. One could also usefully assign maximum weights to some sub-assemblies (such as the nose and front wing assembly). Deflection and impact testing already assures reasonable strength and durability throughout most of the car. The overall weight limit does need to be retained as well but it doesn't need to be so high.
One other area needs to be looked at again. The fundamental problem that leads designers needing to add ballast to the front or the rear or wherever needs to be broached. If this involves moving the front wheels back, so be it.

I think the ballast should be placed in the frone nosecone and ont in the front wing pillars or the wing itself as is current practice. And for the rear ballast to be placed within 175mm centre line and not outwith/beyond the the axle centre line. However for the rear axle centre line you could say the same for the front axle as well.

Or you could just do one rule that outlaws Ballast and make the car meet the 640kg weight limit without ballast. Even reduce the weight to 625kg as some teams have been known to run their cars with as much as 60kg ballast, even before the season starts.
