Clip starts with the wing already under load, you can see it pop back up at the bus stop.
Sorry, I can't see that. Look at where the upper cascade meets the overlay listing the drivers, the two meet at position 13 (Bianchi) for the whole clip, other than a couple of wobbles over some kerbs.

Looks like they have trimmed a bit of front wing with a smaller upper element. We will definitely be seeing a skinnier rear wing then to balance!

I feel like the team still may run a larger RW than RBR and Ferrari though.

obviously the flaps are bending quite a lot as the speed climbs.

Reducing the number and size of the slots will generally actually lead to an increase in drag and an increase in downforce. This is because of how those slots work. The slots bleed high pressure air from the inside of the top of the wing to outside the rear wing end plate.

With no slots at all the pressure above the wing close to the ends will be at its highest compared to if there for slots there and therefore produces more down wards force. As a consequence of this you get a much lower pressure on the outside of the RWEP at the top and therefore pressure spills over from the high pressure side of the wing over the RWEP.

If you add it slot some of the pressure from the high pressure side of the wing bleeds to the outside of the RWEP. This means that there is less pressure above the wing at the ends and therefore less downforce. It also means that the pressure differential between the top of the wing and outside the RWEP is lower. This means that a smaller, weaker and less "energy sucking" vortex is created.

but with less angle of attack, the need for the slots is lessened to the point where only one is needed.

Watching FP2 at present. Appears they are running the full front wing, not the one with the lessened upper elements pictured a few posts up.

It's definitely similar. Hard to say whether it is exactly the same main surfaces, but they are certainly very close if not.

The end plates do differ though.

Williams low-drag rear wing for Monza - Development blog

Similar to most other teams, Williams have introduced a new, one-off rear wing to adapt to the requirements of the Monza Autodrome. Focusing on top speed, drag shedding is the easiest with a smaller rear wing, given that the rear wing generates much more drag per point of downforce compared top the diffuser. This also explains why teams are never modifying their diffuser, simply because it's more efficient and probably more complicated to alter as well.

The new rear wing fitted in the FW36 features an identical endplate as the one in Belgium, except for the reduced amount of louvres. This has been reduced to one as more are hardly needed due to the smaller angle of attack of the rear wing. The design of the rear wing itself means there are less strong wingtip vortices anyway, so less louvres are needed to help reduce them.

Perhaps the most interesting design feature of the team's Monza rear wing is that they put in the effort to create a new fairing for the DRS activator in the middle of the wing. While the one at Spa was still a big hub to help control airflow under yaw, the new one is clearly aimed to create as little of an obstacle to the airflow as possible. The support is as narrow as possible, and the thicker, bullet-like fairing follows the direction of airflow as is drops down over the bend of the rear wing's main plane before being kicked up.
