Team principal Christian Horner likened Red Bull’s rear wing level at Spa-Francorchamps to the low-downforce Monza-spec all teams will use in Italy, while saying Williams was running what would be close to Monaco levels of wing.
Last time I saw that was HRT running monaco wings in monza. Is the team is financial trouble?

That's in all honesty a way too quick jump to finances. Williams is financially quite healthy; rather they preferred more downforce to keep up in the corners.

Introduced in Austria i think, it's has been noticed before but no extended breakdown on it.

It is a fancy air dam for the diffuser that also creates two vortices.

Interesting way to reduce drag on the wing there. Rather than run a much shallower wing, they just lopped the top off it and reduced the height.
