No, the wing adjuster is just used to flatten out the wing into the low drag, low downforce setting. You will see that in a lot of the pics when the wings have just been Unboxed from transport.

But it is not the Mercedes style new front wing, so it is the lower drag version, the old version

They used this old version front wing in Austin too. Don't know why give up the new one

Smedley mentioned taking appropriate measures to even out altitude effect on the engine - what he called the same kind of things they do in Austria/Brazil but just to a greater degree :

Less dense air means a lack of down-force which means the tyres will slide more. So cranking on down force is a tricky balance against cutting drag to get speed on the straights.

As far as I know, the new version creates more vortex in order to creat more down force, and the cost is higher drag.

That is along the right lines but still a gross over simplification of the wing. The change will have more of an effect on controlling front tyre wake than this wing itself.

Controlling the wing's drag/downforce capability for the front of the car is mainly through the use of the inner flap adjuster.
