I honestly don't recall the Technical Regulations and what they allow, can that modification be in a different material? Sensible area for puncture in case of collision (a la SPA '14)

Might sound like a really odd question but this has been bugging me for a while
Some cars on the road today use ACT (Active Cylinder Technology) where to save fuel they can shut a few cylinders down until you need the extra power.
Is there any way Mercedes engine could or do implement this into their engine for instance when behind the safety car or virtual safety car this could be used to save fuel to use later in the race....

Looks like this Y250 vortex going right through the finger barge board on the floor.
