Great/interesting observation, the bracket is still there around the exhaust pipe too.

centre line when viewed from above the car and between 0° and 5° (tail up) to the
reference plane when viewed from the side of the car. The entire circumference of each
exit should lie on a single plane normal to the tailpipe axis and be located at the
rearmost extremity of the last 150mm of the tailpipe.
b) Be located between 350mm and 550mm above the reference plane.
c) Be located no more than 100mm from the car centre line.
d) Be positioned in order that the entire circumference of the exit of the tailpipe lies
between two vertical planes normal to the car centre line and which lie between
170mm and 185mm rearward of the rear wheel centre line.
5.8.5 There must be no bodywork lying within the right circular cylinders which :
a) Shares a common axis with that of the last 150mm of each tailpipe.
b) Have a diameter 5mm greater than each tailpipe, starting at the exit of each tailpipe
and extending rearwards as far as a point 600mm behind the rear wheel centre line.
c) Have a diameter 30mm greater than each tailpipe, starting 2mm rearwards of the exit
of each tailpipe and extending rearwards as far as a point 600mm behind the rear wheel
centre line.

Pretty certain that's not possible just by reading through the regs you posted there? Surely the angle would be wrong, and it would be too fair away from the tailpipe?

wanted to give some insight into the waste gate pipes.
For starters. http://www.fia.com/regulation/category/110
rule 5.8 which states the waste gate MUST exist! And it MUST EXIT with 1 or 2 of it's own pipes. We clearly don't see any.
And here is why.
Air isnt very clean having 3 pipes. so Mercedes have done this Image The waste gate comes directly off the REAR housing

Now where are the mandated exit's you ask? well I personally believe that they have pipe within a pipe so a 3in inner pipe with a pipe the just fits inside of it to really tidy up airflow. It is the only way to do it. keep the regs happy. other wise they run 2 dumps under the car or something. does any one have pics of it to the contrary ?
But I am right about the wast gate positioning at least

Wouldnt the energized flow work better under the car (hot gas = low pressure) venting it to the atmosphere where it can do no work, as opposed to straight back towards a monkey seat where its clear that all of the exhaust is being worked to an extent (much lower energy gas than the previous engine era); seems wasteful.

It looks like there maybe a pipe under the exhaust pipe. It's hard to tell off the photo. It may just be a mounting part.
