too much cooling on the car.
radiators too big.
during the testing they covered one to 80%.

The whole paragraph is quite intriguing, roughly translated to " There were cracks repeatedly. Technician commuted between England and Spain, to bring new or modified parts. The rear wing support, which is more recently through the exhaust is to blame. Mercedes makes the specifications, but does not supply the tailpipes. That's business of customers."
Technical Director Andy Green feels annoyed from himself: "if we alone could decide, we would build the rear sash support through the exhaust. It's quite expensive." In a second point, green knows where he has to start. "We have sized the coolers too large. Of which we have covered an 80 percent."

Loving the positive rake angle they've been able to develop, I'm sure it's going to pay off in a big way!

no, they covered 80% of ONE (engine coolant radiator I assum).
the article isn't specific but Kühler/cooler/radiator is generally the one with the engine coolant...
if the have 2 with 50/50 ... they covered 40% total. Is that appicable?
Also it was relatively cold during testing I think.
Finishing races is important, but racing is more important.

So for both sides, race temperatures and with less airflow from corresponding smaller sidepods they might go 15-20% smaller up front. Would make the sidepod packaging on a par with the best if so.

Wow, the front of the side pods are so wide... the full width of the floor. Though they taper down to quite a slim width at the rear suspension, this has to be the widest side pods of the field. The RBR being the best.

The shaft looks like it is part of a ball screw, possibly driving a rotating mass inerter.

That is also a possible interpretation. Either that or so tuned down that it didn't even tickle the engine.
