When? They are roughly 104% off pole, is that not a performance gain? But again whenever I have seen a official press release it been that Marussia are too far away. If anything Marussia mention HRT more than the other way round.

According to Gary Anderson's Supergrid, in which he compares each driver's pace against the ultimate race pace, De la Rosa is just over 106% and Karthikeyan is nearer 107% of ultimate pace. Last year if I recall correctly HRT pace on his supergrid was around 108% and that was when they were racing against competitors exploiting off throttle EBD technology, worth on average 7/10 s per lap.

to me HRT are fighting far above expectations really -considering there was not much stability in recent time .I´d think the fact they are still showing up at the races and have no issuewhatsover to qualify is more than commendable and one has to ask themselves if spending all the money for those 4 or 7% of gain is really worthwhile.

The reason for those figures includes the 117% they where off in Australia so would be interesting to see figures without them.

To be honest I'm somewhat shocked that the EBD ban hasn't helped HRT even more in terms of closing up the time gap

I think the answer lies in the fact that although the off throttle engine maps have been banned and the position of exhaust are resticted, teams have developped passive EBS. By improving rear downforce they limit tyre slip and limit tyre deg. All teams except HRT have now adopted this solution.

For HRT, it's definitely a good move. I believe he was heavily involved in the 2008-9 Toyota resurgence, and the near mythical TF110.

as I understand he was one of the key figures with Lotus /Caterhams first cars designwise other than that I don´t know really..I´d assume the ex Toyota guys (like Martens) will try to draw in people they know already ..?

Martens is a Holzer employee. He was involved in the early Toyota data car. HRT need to set up THEIR OWN design team as opposed to relying on outside consultancies. That way they only need to rely on outside manufacture.

Which is what Mark Tatham is now doing...

If HRT are simply commissioning a design from Tatham's MTO company that would mean they've simply swapped Holzer for MTO. If tatham has been hired to build up HRT's own design office that's a different matter.
