All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

There is no fault here. The FIA has neither the budget or the motivation to create a rule set that stays ahead of the competitors. They would specify sealed spec engines etc. if that was the goal.

Staying ahead of the FIA rules is part of the technical competition in F1. The competitors are well aware that anything new that they develop is subject to banning or copying by other competitors. They are more than happy to get a few races worth of advantage. A whole season of benefit is a real treasure.

Renault claims to be working on a qualifying mode. How much of the current F1 qualifying modes do you think are tied up with the oil burning? If you illuminate oil burning what other possibilities are available for qualifying that would not be appropriate for the race?

The "oil burning" being associated with Qualifying Mode is mostly snake oil if you ask me. Especially given the changes to the rules for next year.
