I think we'd see the extra wing width being added to the outside of a full height endplate as we have now. The added wing would be used to change the flow behind the rear wheel and thus improve the flow from the diffuser (it might reduce the tyre squirt that current exhaust blowing aims to reduce as well as give a more consistent pressure gradient across the diffuser). You'd see an overall improvement in L/D because of it. The added wing would be sitting in air close the rear tyre and might actually result in a reduction in drag caused by the rear tyre.

If the rules allowed the designers to site a wing above/to the rear of the rear wheels then they'd do it, that's for sure. The only question would be how they'd balance the extra rear wing with something at the front.
If you are more fortunate than others, build a larger table not a taller fence.
