The answer to your second question can be found here. Look at the bottom of the page for a reference to the theory.

The answer to your other questions is rather more complicated.

A damper does not, in itself, have a damping ratio, and a suspension does not have a "frequency", natural or otherwise.

Dynamically, a road vehicle has mass and inertia which are controlled by a suspension acting through "geometry". The suspension generally comprises springs and dampers (at least). "Equations of motion" can be formulated to describe how the vehicle reacts to a disturbance. People write books on the subject - here in an example. The equations of motion can be linearized and transformed to express the dynamic equations as a series of "roots", which can then be interpreted as a natural frequency and damping ratio of the various modes (one for each mass and inertia).

For a race vehicle, acceptable parameter values are usually chosen by a combination of trial and error and dynamic tests, either of a model of the vehicle or on the vehicle itself (because no model is perfect). Overall, the task can be seen as attempting to control the response of the masses to disturbances whilst also trying to match the vehicle to its tyres.
