Bargeboards aren't fully banned. At this stage we are not quite sure but one thing is certain - the rear wing was the largest drag contributor and now that it is smaller it will create less drag (yet to be seen however). Overall, I expect the drag to be a bit lower than 2008 as the front-wing will help reduce drag from the front wheels. Actual values are unknown, of course.

What about the drag over the body of the car, not front or rear wing but the body itself that had all the extra winglets?

I think they won´t always go for maximum downforce because it´s still how fast you go round the track that counts meaning you still need topspeed to do a good laptime.

Take monza for instance. Going with full downforce won´t do so good since you´ll lose time on all the straights.

We will still see speeds rangeing from 290 and 330. At least I think so. Would be great to get some speedtraps from the tracks they´re testing at now :)
