I was pretty sure that the PU was designed in Germany, while the rest was in the UK. But I could be wrong.
The engine is designed at the Merc HPP Powertrain facility in Brixworth, UK. Lead by Andy Cowell, a Brit.
So what they do in Stuttgart? oh wait, pay the bills, not bad.
Basically. I think they also make use of specialists when they require external expertise on things that the F1 base can't handle.

Toto said they were looking at making their own clutch after their issues last year (I don't think they pursued it though) and Stuttguart were going to lead it.

Ferrari is still the faster car overall in race conditions, and Baku will be much different to last year. I still think Mercedes has a better shot at winning than Ferrari because the road is not bumpy like Monaco. That is the difference I believe, because the reason Ferrari was faster than Mercedes in 2015 Singapore, and was competitive in2016 is because that track is very bumpy. I hope Mercedes capitalizes on it's straight line advantage because Austria is not a track that Hamilton qualifies well on, those two final corners are tricky for him, which means that if Vettel takes pole in Austria, bar any reliability issues or race incidents he should take the win as well.
I might be mistaken but I thought that some drivers complain that the massive straight was a bit bumpy. Do you think the bumps will only influence on corners when tyres are loaded?

Has for the fastest car I am really happy this year we need to wait to see which car is faster and even then they are so close that strategy and drivers have the final saying.

Merc PU upgrades looked much stronger than whatever PU updates Ferrari managed to bring.
How do you figure that? Canada was the first opportunity to see the new Ferrari ICE and it looked quite good.
Ferrari changed Vettel's ICE in Spain.

Yes, the bumps affect traction out of corners, as well as on entry. Going through the corners itself is not the issue, it's on entry and exit. Where Hamilton suffers is that he can't feel the threshold of grip when the track is excessively bumpy on entry, this is because Hamilton's style is all about braking as late as possible, and taking a geometrically perfect line.

When the tires are not in their window this phenomena is exaggerated, Bottas is less sensitive to this, when Hamilton can brake as late as he dares with confidence he's nearly unstoppable, as we saw in Canada.

He had issues in Monaco braking for casino square.

IIRC there was leakage on the board with the new ICE. That's why he qualified and raced with the old one.

They didn't use it, there was some weird problem in FP3 and they reverted to engine 1 for the race, Canada was the effective debut of that engine.

Will the long straights in Baku suit Merc more than Ferrari? If so, then i guess Ferrari should go for second or third with Seb in Baku and then go for the win in Austria and Hungary.

By the way, as you may have heard, Horner said that many RB employees were approached by a new mystery team. What could this mystery team may be? It looks like they have a nice budget considering they approached the employees of one of the richest team in F1.

AMuS said that the Ferrari engine now has a fractionally higher peak power than the Mercedes. Straights are no longer providing the difference in laptime. The car's handling in the corners and the drivers are now the difference.

Baku is strange, bit I don't think it's all that bad. There's a first sector which is all 90°, but there's nothing that could be done there, a second sector up and down the Hill around the old city and a full straight third sector. Valencia was much worse.
Beside that, shouldn't Pirelli have brought US/SS/S?
