No, the pillar sits on the arc surrounding the exhaust

It is not allowed. Must be mounted at the sprung mass

Just look at the Top of Page 63. The RW is connected to the Floor with 2 small pillars and on the Central Pillar.

There's a small black piece which is still open and a such stands up a bit. Quite a bit behind it is the RW endplate. Due to the alignment of both and the fact that the orange reflects nicely in the black piece you got the impression of connection.

are the slots purely to pull more air into the diffuser area and away from the rear wheels?

The slots aren't new, they have been there for the past 2 GP's I believe
