No I think Dietrich would ask himself why on Earth he would want the worst engine just for a "works deal". Hell even McLaren don't want it.
So i know you used the term "worst" cause it makes Honda's PU sound weaker. You can have easily have used 4th Best! Regardless, it doesn't change the fact we see lots of progress in the Honda PU with many new SPECs to come.

Renault has come out and said they messed up the redesign and are having to redesign the redesign. There will be nothing till next year.
I used the term worst engine because that's exactly what it is. "4th best" to the uninitiated could mean maybe there could be a 5th,6th,7th,8th best after it when in fact it's dead last.

Anyway your last sentence actually makes more sense if you apply it to Honda's engine this year.

I don't expect this to be very accurate, but if it is the differences don't seem that great, and if Honda's updates materialize they could become competitive as a 30hp improvement would put them at 1,000hp which would be a big achievement for this year, in my opinion.

Hasegawa said a while ago it was more powerful than last years engine. It's possible the engine as it is now, is either at or extremely close to Merc 2016

What Hasegawa meant, was that the gap between the 2017 Honda power unit and the 2017 Mercedes power unit, is the same as the gap of the 2016 Honda power unit at Abu Dhabi was to the 2016 Mercedes power unit.

I don't think they said they would have to redesign anything.

He said that they did too much too quickly, which caused problems with reliability.

Next year's PU will be a development of this year's. And they think that the issues that came with the concept change are now largely resolved.

The super gt engine can win, the Indy engine can win, the gt3, Moto GP, can all win, why can't the f1 engine be at least good? They probably won't win this year, this year the goal has become achieving a respectable level. Getting the gap under a second on a typical track.

I think I read that they are to bring a new turbocharger. So quite likely no more power but an ability to run max sustained power for some more seconds.
