Scuderia Toro Rosso driver Sebastian Buemi has been handed a three-place grid penalty for the Belgian Grand Prix for blocking Mercedes GP driver Nico Rosberg during this afternoon's qualifying session. Buemi qualified 15th at Francorchamps.
