Way too early to say Gasly should take that 2nd RB seat. It's been only 4 races in 2018; far too early to judge. Besides, I think his team mate is one of the weakest Toro Rosso drivers in a long time. One good weekend doesn't put Gasly ahead of Ricciardo and Sainz. Besides, I don't think it's in Gasly's interest to be dropped in the deep. He'll need time to mature, as any rookie F1 driver.

In the upcoming test after the race will Honda test the new engine upgrade or is there any limitation imposed that means they cannot ?

Yes, Honda can try the new PU.
But, sure it will be a secret, Honda does not talk much

Thank you. It will be very interesting if that is the case to see if they progress noticeably in that test.

Track test engines must be race-spec.
They don't have to be the actual race engines, but they need to be the same spec.

this can't be true they already said they will try some new ideas on the PU side plus how it will be a test if they can't test

It isn't true, I don't where he pulled that from lol. They can test updated PU spec's if they desire, just like they did in preseason testing.

I'm sure they will be running their latest updated spec PU since RBR want to see what they will be dealing with in real life track running with their Renault/Honda decision.

The article @hasika shared us says they have new ideas and parts to test and Toro Rosso also have so they will fight which ones will be tested.
Hope they both will get better performance and use it starting from Monaco car updates and from Canada engine updates .

As planned,Red Bull and Honda had some talks during Spanish GP.
Honda motorsport boss yamamoto said it would take more time to get the deal done.
"Red Bull is a top team, and they won the Baku GP this year too.So of course they want to make sure if they can win with our engine, and then make the decision. For honda,we also need to consider if we are well prepared to supply such a top team.”
It seems Renault finally agreed Red Bull to make the decision after Canada GP.
