If you could change 1 rule in F1 what would it be

1. Eliminate front and rear wings.

OR...

2. Eliminate qualifying. Use reverse order of where each car finished the previous race. For the first race of the year, cars line up in order of their position in the WCC. That would be the only race of the year where the fastest car is on pole. Also, reduce testing to one 25-lap heat race on Friday and Saturday.

Rather than one rule, how about one group of rules--vehicle reg's reduced to a single paragraph...

3. Max weight of car/fuel/driver to 450kg. No aerodynamic aids ahead of the front axle or behind the rear axle. Wheels and cockpit open. All vehicles must fit into a box 4mX2.5mX1.25m. Driver's nacelle must conform to all current safety regulations. All other vehicle parameters open to individual interpretation.

By making the car super light, each team can only add so many things even though the rules are open. For example, if a team builds a car with a small turbine driving a constant-mesh CVT, that will take up enough weight to preclude other technology such as the regenerative braking system for a battery pack/electric-motor set up used to shoot the car out of corners that a team running a barrel-valve, 2.2-litre flat-6 uses.
