I can't read that article you posted. Maybe others can't too.

Here is another article in English from Forbes. "Garrett Electric Turbochargers Headed To Production In 2021 ."

Electric motors are undoubtedly becoming a larger and more important element of the automotive propulsion landscape with each passing year. Directly supplying torque to turn the drive wheels is the most obvious use case as in hybrid and electric vehicles. But motors are turning up everywhere including oil and coolant pumps and now turbochargers. Garrett Motion is preparing for what may be the first production application of an electric turbocharger in 2021.

There are others targeting market debut in 2021

There should be at least one more eTurbo in production in 2021, although this one will be with much more powerful electric motor than what Garrett and BorgWarner announced.

Garrett claims several advantages by placing the e-motor on the shaft inside an exhaust-driven turbo. As with the other e-boost systems, the electric motor spins the compressor until exhaust gases catch up and begin powering the turbine; having a single unit keeps the turbocharger plumbing simpler.
Doesn't it seem the extreme heat inside the turbo will cook the motor in short order?

It is not so extreme.
And, if needed, water cooling can be applied. Turbochargers for gasoline engines are water-cooled for a long time to prevent oil cooking.
