Where does this vortex form? The leading edge of the floor behind the barge boards?
There's a horizontal delta shaped vane on the step plane - inside the "bargeboard" volume. I've seen it called the "water wing". You can see it forming here

Those two go together. Because of the fuel flow limit, the more power you make, the less cooling you need.

Mammoth hot air exits this weekend. I remember last year at Bahrain they brought decently tight/small exit engine covers at this same track

Also less tight blockage - less drag. I mean less internal drag. But in expense of losing some corner performance. But relatively speaking they more need compromise in minimal straightline speed losses than pure corner perfomance. Also track is not so much curvy hence their decision to run that setup.

It's always the same problem, more fuel flow less cooling needed. Most of the problems comes from there, they're just trying to cover the engine due to their reputation, but the problem it's just there.
In 2021 we will see almost the same car going way better.

Small FW update. Footplate has been cut and a small flick added, similar to Racing Point.

You would think Ferrari would trim as much downforce as they could for this one to have any sort of chance of being competitive on the straights... the term 'sitting duck' springs to mind.
