I don't think it does, to be honest. From these two views, it looks like the end of the neutral section is fairly vertical, not projecting out like the cape.

We need a better, closer, view of the area.
I think the most recent pics are clear enough. The "cape" that seemed visible in earlier pictures is just a step-change in height as seen from an awkward angle. So there is no cape. Oops.

It looks small but they've missed the big bit that sticks out and fills the triangular space between the tyre and the floor. This is quite a big bit (the whole section to the left of the big slot below) and would have messed up the air flowing around the tyre and crucially mess with the diffuser flow on that side.

If you are more fortunate than others, build a larger table not a taller fence.

Wheelbase can be determined as it will stay constant all over 2019 for a given car.
But rake angle would vary from circuit to circuit and also weather in circuit will also determine the rake angle and ride height. So, it is close to impossible to have a number for rake angle.

Can anyone explain the benefit the advantages of mountings having been moved upwards? Allison mentioned in his 2018 vs 2019 comparison video that, they didn't know they could go that higher and they have achieved it now. There must be some real benefit of having done that.

I think it allows more clean airflow (unaffected by interference from the wishbones) to pass through to the sidepods and towards the rear of the car, allowing better cooling and cleaner air to generate downforce.

It can also give you better motion ratios with smaller pushrods as the forces are lower from the increased angle.
But that would be a secondary benefit, it's mainly aero driven.

Just wanted to add that Mercedes F1 W10 is 5733 mm long, not sure it was mentioned before. I calculated the lengths of the 2019 F1 cars by adding front (1225 mm) and rear (810 mm) overhangs to the wheelbase data from AMuS and full data can be found here.

Are there 3 hanging vanes now, as opposed to 2, on the Bahrain-spec Merc RW end plates?
