OK, it seems they've changed the flow-viz color this year from green to blue.

How is it that red bull can make their barge boards so high at the front? Is there a loophole in the rules regarding this?

Surprised that it is somethings that that other teams didn't see pre-season as well

I think it was noted on Scarbs' video. Something to do with the higher bargeboard area being close to the tub, so its allowed within a certain measurement away from the side.

It's inside the "chassis" region of the bodywork volume. It's a bit wordy to explain, but simply put the tub is narrower than the maximum width allowed by the bodywork rules. So the bargeboards are only bounded by a height up to the outer face of the tub rules, basically where that big cutout is is where the bargeboard intersects the bodywork volume.

Ferrari have done it too in the exact same place.
