I can't find any better pictures but they are definitely part of the bargeboards, I think they come up from the floor all the way up.

Typically the floor starts further back, at he sidepods.
Look how close the new teeth are to the mechanics hand. I’m assuming where his hand is- is where the bottom of the side pods meetS the floor.
If my assumption is correct- that’s why I’m wondering if the teeth are on the floor.

But yea another picture- side should clear it up.
It’s a shame it seems that neither car ran these teeth in quali according to the others observations.

Sorry, Lando and Carlos have just confirmed that just Carlos has ‘all the new bits’.

Carlos said after qualifying that missing FP1 and FP2 didn't allow him to learn the new package at all. First time he's driving it

If you look at the other pictures I posted,you can see them come up above the bargeboard right behind the boomerang.

Purple marked area looks different as well...
It might just be the angle change of the photograph, one being taken from slightly further forward than the other allows us to see around the outer aero parts. If you look closely at the "old" image, there is some stuff in that area already.
If you are more fortunate than others, build a larger table not a taller fence.

You can only replace parts like for like, otherwise you must start in pit lane
