Hasn't it been established that if they didn't make the changes on FP1 at Bahrain then it is locked in (meaning they cannot use those tokens anymore)? I am astounded by the lack of changes on the car though. Maybe Toto's comment that only minor updates are coming is true.

Maybe the "it's obvious where we spent them" is actually that it's obvious they didn't spend them at all.

I remember it was also established that they would be allowed to do this token-free because it was a rule change that required them to remove it.

There was no cost cap last year while building this year's car. Either they were sure of having an enough competitive car and simply didn't bother applying a major change tokens would have brought or maybe they thought they would look at things first and put it on the car later (if allowed).

Maybe some parts of the car were designed with DAS available and were not redesigned for driving without?

It seems the old Merc problems of 2014-2015 are returning.

Why wouldn't it? It was known very early that DAS would be banned for next season
