Its most likely a combination of the drivers and indeed the engine. I guess it could well be that the Ferrari engine just doesn't work quite so well in the STR chassis as the renault does in the RB5, in terms of the whole package and how they integrate it, I mean the STR & the RBR car's are basically the same chassis, we all know that, RBR are the main team so its likely that Newey's been told something like:
"Design the RB5, make sure its as good as you can get it...then adjust it for the Ferrari engine for the B-Team to use."
as a result the STR, as a complete package, could be a slight compromise over the RB5.
That and its not just the car itself, but the team that runs it.
I guess these all are contributing factors, but alas I can only speculate.
