Penalty Points

Suggest creating a Manufacturers Engineering Points Scheme where points are awarded for each car finishing a race.

Varying points (according to the parts replaced) would be deducted for failed engines, gearboxes, and major components used in excess of the FIA annual allowances.

At the end of season, the totals from each team would adjust the Constructors points accordingly.

The new points are designed to keep drivers positions static, encourage better engineering and reward good driving.
