First of all, you posted in the wrong section, F1 in schools is in the "other racing series", so topic moved.

Secondly, I'm sure people here will be able to help if you have a specific questions, but you have to do the project yourself of course ;)

One advice:
First you have to give something then you might get something.
You must show what you already have.
You have not even asked a single question.

At the scale you're working it's important to keep light. Remember F=ma. The gas canister can only provide a maximum force, so a lower mass means a higher acceleration.

The driving force is coming from the gas and the cars are travelling down a wire (IIRC) so there's no need for wings, they'll just be causing drag. However, keeping the wheels enclosed like you have is a pretty good idea (if you can keep it light). Wheels generate an awful lot of drag. Go for the smallest frontal area you can, as well as the lowest mass.

about the wings , this competition had some rules and one of them that there must be 2 wings one in front and one in rear

the car is too light . the min. mass is 55 grams and my car is 33g
so where do u suggest to put an extra mass

do I have to do any thing to the car body or its good to be straight

Sorry, I must admit to not knowing the rules for F1 in schools, I've only seen it at Autosport.

Is there a rule on minimum radius (thickness) for the wings? If not, make them as thin (light) as possible and mount them low and completely horizontal. You don't want downforce as it'll increase the friction against the track, slowing you down. If you mounted the wings pointing upwards, the car could waste energy taking off instead of going forwards.

Mount any extra mass low, and try to keep the weight central front to rear, otherwise the front might lift up during acceleration.

how is this going to help me ??
Do you suggest to taper the space around the wheels or it's better like this ?

A rotating wheel causes a significant amount of aero drag. Your body reduces the flow to the spinning wheels by covering them.

Why would you think? Try to guess at least.
