Basically, they got permission. But then they told him to cancel the modification. This without a document signed by the FIA.

This is crazy.

Well, you are allowed to change parts for the same spec. There was a lot of uproar in 2014 when Hamilton changed is brakes from AP to Brembo (I think) between Q and race. If they wanted to change the PU with one of the same spec, no troubles. This prevents to have a Q engine and a R engine and swap them every time you feel fit.

I think you've almost got it. I imagine the FIA said yes, and then someone whispered in their air that this decision 'could be argued to set a precedent allowing PU software/settings/mapping changes to be made in Parc Ferme'

We are well into the era where mapping 'its only software the engine is the same' changes are in the order of 1/10th per lap. I reluctantly agree they shouldn't be allowing these sort of changes.

It is assumed that Honda request was for reliability, not for advantage. In the end, they decided to run without using all the strength of the PU.
But Tanabe made it clear that this was not going to change the final result. No matter how strong your engine is, if you do not take care of your tires it does not help.

So we can assume that they will run the engine full power in CotA?

possibly but it was also mentioned Honda may run experiments with the rest of the seasons.

Not yet, but it will run fuller power yes, especially so in the case of Gasly but also for Hartley. I am again anxiously looking forward to the COTA weekend.

anxiously just means (in this context) I can't wait for it to start! Not I am fearsome :-D. I am really looking forward to it and expect good things to happen for STR.
