I think the wind tunnel would fall under the budget cap if there was one now. At any rate there are at least 2 teams that are building new one presently.
I really don’t know if it would be considered, but in theory it shouldn’t... What could be considered as part of the budget cap is the portion of it’s depreciation based on the usage by the F1 team. This would make it comparable to paying for a wind tunnel time at someone else’s.

As the work is underway, would it not be considered money already spent? The lead time must be 2-3 years at minimum so you could not expect a team to just say ' Ok, shelve it, we cannot afford it this year'

Anyone hear the news about McLaren is the only team can change chassis next season due to changing engine supplier, while others have to freeze from this year?

Yes, they will be allowed to make the necessary chassis changes to accommodate the new engine

Now this begs the question on when to start the switch to MCL36...

Since 2020 will be a condensed season starting very late, will they know enough about MCL35's weaknesses to rectify it for MCL36 ?? And was the 6 days of testing sufficient to establish this ??

The regulations changes for next year have kind of made that a moot point. No chassy or suspension changes. Just aero.
Mclaren will need to revise rear suspension due to the Mercedes powertrain, it has been allowed by all others as exception....

Yes so this will have a domino effect on the rear end of the car, meaning that you then will need to make changes to the front so we might get quite a different MCL-35-B or 36

Will be interesting how it will perform next year with the Mercedes engine. Engine has to be moved backwards because of intake to the turbo. That means that the center of gravity will be moved. Then the aero also has to be adjusted. Interesting stuff...

Does that mean Ivan will not be as involved with F1 now? If that's the case surely a replacement for him has to be ready. Can't afford to have one less aerodynamicist in the current formula.

I wouldn't worry about it too much. If McLaren are willing to lose him completely from their F1 team then they will already have capable cover. I know it's a lead role, but as an aerodynamicist, moving from F1 to IndyCar with a fixed aero spec has to be a massive step backwards? I would guess he'll work on both projects, the IndyCar thing will be a side project to test his management skills perhaps.

Mclaren has half of the budget that each of top three teams have. They have no factory engine and no official fuel/lubricant supplier. They would need to discover something revolutionary, but ultimately cheap if they would want to be on top again. And i sadly dont believe this will happen. Budget cap will only make the gap even bigger, you will see. All 3 bigspenders will invest massive sums of money for the rule change and will be infront right from the start, and everybody else will be playing catch the dragon.
that cant happen forever. mclaren themselves have said that they dont expect to be running with the top 3 in 2021. that extra year that the big 3 spend double the developement costs to get a head start on the new regulations will only last a year or 2. mclaren spend about the exact same amount as the cap allows, that has to count for something.

Yep, next year will be pretty even budget wise. Sure there will be loop holes but nothing is as bad as it has been.
