In Forza it is named as an "accurate racing simulator".

It depends what you define as simulator.

And BMW´s slogan is the "ultimate driving machine".

Rfactor, iRacing, AC is usually the top suspects when it comes to state-of-the-art racing simulations.
iRacing is the best if you want to compete. The other two is good for club/racing forums.

I wouldn't disagree with Forza being the best racing game since from my experience with the xbox 360 the franchise is great.
As long as they don't say "best simulator" .
