Wow that is very good actually! if Mercedes cracks 1000hp, they would be traction limited anyway in the races, so in my opinion, 950hp is more than enough to fight for wins againt Mercedes, chassis nuances not accounted.

The Sentence is a little weird but if i get it right the Renault PU has covered 11 Times the Mileage of last Years PU at this Point in Time 2017 already on the Dynos. (Well my Sentence isn't better :D )
Basically 2018 Renault PU Dyno Mileage Pre Season is 11 Times as much as the 2017 Renault PU Mileage Pre Season.

Remi said they start developing R.E.18 in 2016. with 3 race engine parameters.
They achieved 3 race+practises life engine which operate with more than 950 HP.

You can't get away with lack of power on these tracks, the only place you can get away with less power is on tracks F1 cars dare not go on. IE public roads on a downhill...in a comic book.

Running parts until they break, and redesigning them so they don't in a broad sense. Apparently they've been working on this concept since 2016, which is probably why their 2017 was so lack luster. We thought they had closed the gap somewhat enough for Red Bull to bother Ferrari, then they made a mediocre step compared to the other two and were running thin on parts towards the end. This relates to my first point, they purposefully ran the parts until they broke so they could have data over what to strengthen for this year.

Renault has been very visibly aggressive with their development, having 3 different large oil companies to develop fuels and lubricants, getting Budkowski from the FIA, treating 2017 as a testing year.

I think that's simply false. 950 vs 1000 will make next to zero difference in traction, but will make a whole lot of differece in straight line speed.

If that actually was the case, 950 bhp somehow being a magical traction barrier (completely made up arbitrary number we're talking about here) , then mercedes would have stopped developing their PU long ago.

You can be sure all teams would take the 1000 bhp engine over 950 one.
