All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

as soon as the stewarts note an intent to get anything besides fuel and air into the combustion chamber it's not legal anymore. You're not allowed to burn anything else than fuel+air. There's an exception for oil as the turbo sealing and the cylinder rings will always leak a bit of oil into the chamber, but besides that there's no room left for "accidental" water injection or similar things.

What ingredients are considered normal?
Would a witches brew of a high energy yeild alchohol and distilled water be acceptable?
Water could only offer anti knock, enhancing ignition advance and or turbo boost.
Alchohol could offer much more.
