All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

You’re a keen F1 historian. Remind me how well Ferrari did against Mercedes in 2014.

Prof Limebeer’s published work, to which you refer, was both an exposition of how to do optimisation for the modes he and Ferrari chose to model and a marketing tool to extol how much more efficient the current PUs are in comparison to the previous V8s.

The more recent optimisation work in conjunction with Ferrari written about in the paper I referenced earlier and linked to by @subcritical71 explicitly describes the issues were talking about.

If everything was thought of the first month after a major rules change there would be no in season, or season to season development necessary. I think we see at every race the teams are iterating, building on their knowledge and expanding the possibilities of what can work and what will not work. This becomes their toolbox to get the most out of their respective platforms. To say that every team has only the knowledge today as they had in 2013/14 is a bit incredible. Maybe at the time they had thought about it but were not able to develop it enough to put on the car, yet. As well, the teams would be able to make reasonable guesses at what others had thought about and been able to see if those solutions also would work for them.

From what has been consistently pushed-out on here it seems that the hybrid power unit designers and their financed highly rated researchers, the now claimed fact advantage of making the MGU-K to harvest when not braking totally escaped them for at least the duration of the first three years of the hybrid formula.
