They were asked to test it and fitted the thing on their car. That's not developmemt. You can't blame Ferrari for testing it. Could be any other team. That's my point.
Do you really believe that Team F1 Ferrari could be so blasé/casual & stick just 'any old thing' - on their car?
Doubt it..
I did not say that. Just read.
Although the point is apparently now moot M-78, it is obvious that such a technically exacting device must
be designed/tailor-made to fit a specific machine, & the failings on test reported by Vettel - are a disgrace..
"Well, we knocked the bastard off!"

Ed Hilary on being 1st to top Mt Everest,
(& 1st to do a surface traverse across Antarctica,
in good Kiwi style - riding a Massey Ferguson farm
tractor - with a few extemporised mod's to hack the task).

In the recent years there were to many deaths that were prevented by such a device and too many narrow escapes
Pray tell one death other than Bianchi's in F1 in "recent years"?

And you can blame the developer for that. That's not Ferrari. Fitting a device can also be done by externals. All you need for that is measurements. So I ask again: what's your point?

My point M-78?

If you are correct.. in your seemingly fanciful view.. that Team Ferrari F1 is really so casually prepared to have some bogus design bodged onto one of their cars by who knows who, & then sent out for test by Vettel..
..then they really are.. shockingly amateur..

So in this instance.. the outcome was an embarrassment for Team Ferrari F1, either-which-way..

It's embarrissing, you're right. But for the FIA not for Ferrari. Everyone, except you, knows that they only were picked to test it. Nothing more, nothing less.

"Everyone.." huh..
Yeah right.. M-78.. as if..

Can you be serious..
M-78, you might as be suggesting that Ferrari would sent Vettel out on test in an F1 car..
..while wearing a watermelon helmet.. if a keen fan had crafted one - for them to try out..

So wait, let me get my facts straight...

In 2010 we banned these since these where to dangerous, and blocking the view:

And this is not blocking any view?

Those wings were banned for aesthetic reasons but could only be banned under safety grounds. They used safety as an excuse.

This wasn't in 2010... it was 2001. And they were banned by the same reason that the X-Wings were banned in 1998.
