I have thought the same thing. Looks "under-devolped" to other teams.

Maybe they decided to stick with it (works well) while working on fixing their speed problems.

Could you explain what you mean by this because to me it looks like the front wing is parallel to the floor unless under load whereas the front of the plank [t-tray area] is whatever the rake angle the car is.

This down fall of McLaren's performances makes me think about their developments.

1. Is the nw nose working? Cape and air flow around/through the nose?

it does look as though the nose do not deliver the performance.

Could you please show us on what data you based your conclusion that McLaren's bad results are linked to their introduction of a new nosecone? It would certainly add a lot to the discussion.

well i guess results speak for them selfs, since the new aero kit turned the car from a dog to go down the straights to a dog all around the circuit....

Hitting curbs maybe, happened a few times in Austria a few years ago to a few teams

A couple of laps before the V safety, the commentator said Alonso had pitted for softest tyres to try for fastest lap. Probably had a mis-hap trying too hard.

Isn't that the same wheel side that Vettel tapped?
Always find the gap then use it.
