How can they update whitout penalty?
Appendix 2 of the technical regulations, the table marked article 5.22, everything that's in yellow "EXC" can be freely changed without penalty, as you can see there's a lot of leeway.

You can change the wastegate, and blow off valves which let you control the MAP, and EBP, more precise control of electric super charging mode, and can help make recovery and deployment more efficient.

You can also change:
PU Engine air inlet system from plenum entry to cylinder head (e.g. plenum, trumpets, throttles)

as well as
PU exhaust system from the engine exhaust flange up to but not including the turbine or wastegate exit tail-pipe.

Pretty big change
PU mounted fuel system components: (e.g. High Pressure fuel hose, fuel rail, fuel injectors, accumulators)

Somewhat relevant
Main PU oil tank, catch tanks, and any breather system connected to them and associated filters, brackets, support, screws, nuts, dowels, washers, cables, tubes, hoses, oil or air seals

These seem important
MGU-K mechanical power transmission components and mounting accessories
MGU-H mechanical power transmission components and mounting accessories

And the list goes on, power unit ballast, pumps, hoses, heat exchangers accumulators, servos, hydraulic parts.

The Belgian will also benefit from a small reliability update, which did require a component change that Honda is no disclosing, with Honda calling it 'spec 3.6'.
Sounds like it's the same as Alonso with one reliability difference, about which they're being quite secretive !

Sounds like Honda are on a roll after Spec 3 was introduced in FP at Baku. Clearly it's resolved a lot of issues that prevented proper development of the engine. Spent most of the time firefighting issues until then.

Now it's update after update and they clearly feel they can get ahead of Renault before end of year. McLaren then challenging with RBR for a possible podium.

You get ahead of Renault, you ain't gonna lose Alonso.

If Honda surpasses Renault, Mclaren may lose Honda.

I'd guess the reliability upgrade is something for the MGUH just based on this PU's history, but who knows?

Agreed, that's why they are not 'particularly' structural.

For at least one of the teams, the floor is actually made in one piece - their autoclaves are very big (walk-in). It's not bendy but it does sit on a jig with about 12 fixings...
