That's a Mclaren team member. That is the 2016 Power unit.
Press page up a few times and the 2017 power unit will appear before your eyes.

“Regarding our race research and development institute from Honda, obviously we are going to work on minute details for the Spec 3,” says Honda motorsport chief Masashi Yamamoto.
“But simultaneously, we're going to be very concentrated on the specs for next year. This year's spec is mainly all decided for this year, so the last half of this year now will be quite focused on the development of the specs for next year. But all the others will be focused on the engine for next year, too.”

On Hartley's ICE failure:
Honda does not reveal details, but it seems that the rotating parts of the ICE have physically broken.

If it's really quality control, that's probably the best outcome, better than design flaw anyway.

Get a feeling the new spec PU is still being nursed around and not being run at max. Still very similar performance to Renault with the new Q3 map and mguk.

Total guess, but I agree. A couple of reliability niggles, plus what seems to be a slight downturn in performance compared to it's debut (at least that's my impression, straightline speeds were very good at its first race), so maybe conservative whilst the reliability is investigated ?

Likley. If I remember the Spec 3 engine family had a qualifying mode by the end of the season. Honda probably playing it safe with the new family of engines.

I believe this was discussed a while back and the presumption was that it was more about energy management than a particular engine mapping that turns it up.
From Gasly's comment it seems that they don't at the moment and would be quite strange if Honda actually had it and dropped it.

One general comment i would make about "qualifying modes" is that, with the dramatically increased life requirements for the entire power unit component collection this season, the use of higher-power modes is likely to be much more restricted across all power unit suppliers this season. The life reduction of using the more aggressive modes is not sustainable if you really want to obey the power unit component usage rules. So, if Honda's "qualifying mode" is merely a wee bit more powerful than race mode, there may be a good reason for that. Ditto Renault.
