The reality is; each manufacturer is the only one who knows its own power output, the rest is conjecture. The manufacturer(s) will never release the number, let alone the proceedure they use to arrive at that number. AMuS and the like speculate for us and we extrapolate from there with the limited data we have.
IMO, as the magic figure of '1000hp' is pure marketing guff I think we can safely assume that it's measured (or calculated) peak crank power, with a full 4MJ of battery power on tap, running in free load, in optimal conditions, for the minimum amount of time it takes to hit that number. I have little doubt that they can hit that number, but I've always assumed it's basically just an in-house number chasing dyno shootout..?
As far as the really important number, which is reliable, sustainable power.., it's anyone's guess...

In past years Suzuka was one of worst tracks for Honda engine.
High speed cornering, height deviation...
And its the home track for Honda.
Lots of sense to have spec3 up and running there.
I guess they had plan to introduce spec 3 ASAR (Spa ideally), but no later than Austin - if ots ready for Sochi - great.
So far spec 2 seems to be as good as expected AND reliable.

I really don't know which track you mean
But Sochi is Stop-Go track with 2 Main straights , that's enough to test the traction and the top speed
As the engine suffers from acceleration at the moment (considering the speed the car crosses the sectors with)
