They (Ferrari) and others have all been quoted on record as saying that the L:D numbers are easy to hit; to me that suggests they are able to make choices about where/how they create the Lift/Drag.
That big ol’ scoop may disrupt airflow to the rear wing in a straight line, but in yaw should be out of the way; it also allows them to create a ‘cleaner’ body for low drag.

isn't that light for hybrid system like f1 cars have? or it is different in WEC?

I think this is the first look we've had at the underbelly. I highlight the main aero surfaces here:
There is a main rear diffuser (green), mid diffuser (blue), and front wing (pink). The middle diffuser is outwashing. This is an evolution of prexisting LMP aero philosophy seen over the past couple decades which had an outwashing mid section although it was more rudimentary since the floor was spec--Hypercar is not.

I was so hyped about the 2023 WEC and IMSA season!
Yet it apparently seems that even though we have so many manufacturers, the championship is a forgone conclusion since it seems it will be a clean sweep by Toyota! Gone are the days of infinite spending resulting in huge battles like Audi vs Toyota vs Porsche! What a pity…
A bit off topic but:
What’s even more annoying is that all of F1, Motogp and WEC have introduced rules to bring the field closer together! While they have managed to do that from 2nd place downwards…the leaders of each championship (Red Bull, Ducati and Toyota respectively) are so far ahead that there’s absolutely no chance of anyone catching them!

Compare yesterday’s race with today’s IMSA race!
So much action! All GTP cars so close together…Americans just know how to use BoP!
I didn’t really understand how BoP works at WEC since Toyota ended up so far in front!

I don't think it's BoP, which was the same for IMSA and WEC.
It's about new tyres and better, colder conditions
Porsches were half a second better than in WEC, but not so fast when we consider all laptimes

The ACO made it clear that BoP is set until after Le Mans, so the first adjustment will be Monza. Portimao/Spa/Le Mans have a slightly different BoP from Sebring, the main change is like 20 kg less weight for Toyota and Ferrari, but power/Weight stays mostly similar.
There is a chance for LMDh/LMH balance adjustment, but everyone in the class would get the same adjustment.
This BoP is really about theorethical performance as determined through testing rig/ wind tunnel homologations, so it's really up to the manufacturers to get 100% out of it.

Ex-F1 driver Kvyat joins Lamborghini LMDh programme for 2024
Ex-Formula 1 driver Daniil Kvyat will race Lamborghini’s LMDh prototype next year when the Italian manufacturer enters
the top class in the World Endurance Championship and IMSA SportsCar Championship.
The former Toro Rosso/AlphaTauri and Red Bull racer has become a Lamborghini Squadra Corse factory driver for this season and will undertake testing duties of the new Lambo LMDh developed in conjunction with Ligier Automotive later in the year.
The Russian-born driver, who is competing under an Italian race licence, becomes the fourth driver to be named by Lamborghini for its LMDh programme to be run by the Iron Lynx team after Mirko Bortolotti, Andrea Caldarelli and Romain Grosjean.
Kvyat’s signing follows him joining the Prema team for an assault on the LMP2 class of this year’s WEC.
Prema is majority-owned by Iron Lynx parent company DC Racing Solutions and has been announced as a technical partner for the development and race programme with the Lambo LMDh.
The 2023 LMP2 WEC assault alongside Bortolotti and Doriane Pin is Kvyat's first sportscar campaign after a projected move into the series last season with Russian entrant G-Drive Racing failed to come to fruition after the team withdrew its entry following the invasion of Ukraine.
