I think this may well be a 2008 novelty - double cockpit scoop.

I was surprised to see them running with the nose cone horns last night (or afternoon if you're in OZ), somehow i thought it was a gimmick. But watching the cars run, it looks useful though i do wonder how smooth the wake of that thing could be.

BMW F1.07 had a single cockpit scoop , Ferrari had similar but bigger scoops earlier than BMW

@ bar555 - I know, I know. The emphasis is on the word 'double'. I can't remember seeing 2 of them there.
