You are obviously exactly right. It would be stupid if the former "axis of evil" (Germany, Italy & Japan) held the monopoly on F1 engines. So Merc is Brittish and RBPT is getting there.
You forgot Renault so your reference does not make sense.
Renault

Hardly a member of the monopoly considering their engines have been inconsequential for the past 9 years. They only get a participation prize.
Renault did well with blown diffuser,it is red bull propaganda that had made people believe their success was all due to newey contributions ,last year it was all about their efficient aero or small rear wing nothing gets said about Honda deployment.its renault that invented the turbo charge so their contribution to motorsport is great.since 1985 only 4 pu manufacturers has won a championship ,you can guess who they are.they are the only one we have in f1 the losers has all left.

Resting on 10 year old success doesn't make you a member of the club now. Renault hasn't done anything in the TH-era.

But paying for an engine comes out of the covered cost surely? Don't know how it works for Merc, Ferrari and Alpine, but there must be a measure of engine cost. (or not??)
That's what I was thinking. Development is not limited, so far. But buying engines is a cost for a team.
If they produce it themselves and can "buy it for free", that would be a big advantage to engine manufacturer teams. But it still might be the case. Does anyone know the specific rules about this?

This tactic wouldn't work. After exhausting your ICE allowance you can only keep the last engine in your pool of available engines. Last year they took ICE #4 in beligum, then ICE #5 two races later in Italy. This automatically removed engine #4 from the pool, damage or no damage. This is done exactly for the purpose of preventing engine stockpiling.
You can use first 3 engines however you like.
I remember differently: They can only keep the last engine of the ones introduced during a weekend. Otherwise the penalties wouldn't mean much. They are free to introduce and keep new PUs every weekend if they like starting from the back of the grid.

Yes, this is correct, organic already pointed it out.

I believe (but not sure) they are charged a 'universal rate' for their own engine based on what other pay for it

The cost cap covers all expenditure related to car performance, excluding the cost of 'purchas' or 'developing and engine'.

IF u change 85 for 87 you can see that the current 4 pu manufactures has a stranglehold on f1 the only anomaly is 94,these should be a warning to new entrants like audi and red bull powertrain
