Those holes are for tools to pass through probably.
They are also present on the mercedes air box. Maybe for vilm adjustment.

I reckon the throttle plates are metal and bolted onto the head similar to the V8 engines.

It's a pivot, either for the throttle bodies or for the VLIM system - you can see the rose-jointed control linkages further back.

Lower holes are the shafts for the throttle blades, and the upper holes are just access for the flange bolts in that area. they are not open to the inside of the plenum.

what's solenoidal action got to do with it ?

I thought eg the (NA) throttle actuation was based on electric motor action
rotational or linear
proportional and precise

Modern electric actuators can have quicker reaction times and be more precise than hydraulic ones.

Aircraft are moving away from hydraulic actuation to electric for this very reason. (As well as reliability).

The cons are more expensive and still generally not providing as a force, neither of which is a factor in this application in F1.

Also as TC said, they don't need to be solenoidal action isn't the only way.
